Problem

post-merge-demotion-alert.yml waits up to 40 one-minute polls for a re-run of a bot-dispatched red run (polls=40), and only after that loop checks whether a newer pr-require-checks run on main succeeded. pr-merge does not re-run these dispatched reds (no red reached attempt 2), so the wait always times out.

All seven dispatched reds between 2026-10-21 20:37Z and 2026-10-22 03:40Z ran the full 40 minutes, then filed nothing because main had already recovered 8 to 30 minutes after the red. For example, alert run 39688650626 ran 22:44:24 to 23:24:43, while main passed at run 39689621793 before 23:00. That is about 280 runner-minutes for no filing. Details: #8898.

Fix

Inside the wait loop, also run the recovery check for a newer successful pr-require-checks run on main after the red run. When one exists, exit with the same "main already recovered" notice and recovered=true output as today. Filing behavior does not change.

Done when a test of the wait loop shows it exits on the first poll where a newer success exists, and the output and notice match the current post-loop path.
