Problem
/code-metrics:audit-suppressions freezes a suppression count with --count (via lib/suppression-scan.py). That count scans the whole repository and ignores the scope.exclude setting the report honors, so a ratchet built on the frozen count can disagree with the report the user reads. #7009 documents the difference in plugins/code-metrics/skills/audit-suppressions/SKILL.md, but the two numbers still differ.
Fix
Let suppression-scan.py --count take the resolved scope and excludes, the same input the report uses, so the frozen count and the report count the same files.
Done when
--countand the report agree on a fixture with an excluded path holding suppressions, and a test covers it.
