Map each use case from the inventory to a surface (local, cloud session or routine, GitHub Actions, Managed Agents, Batches or Messages API) and a pool (subscription or credits). Budgets expire on different schedules per account and per org; a filler pulls queued work toward whichever budget expires soonest while leaving the operator's interactive headroom first.
