Start with parent issue #14068 for the change table and reader inventory. In this repository, update the named readers in check-born-triaged.mjs, reenter.mjs, admit.mjs, label-unblocked.mjs, intake-reenter.yml, docs/conventions/pr-pipeline.yaml, work-items/labels.sh, work-items/morning-brief.sh, and the plugin-quality audit skill; inspect recurring-schedule/file-due.mjs for retired cadence labels. Done means each reader accepts the specified old and new names and no retired labels are read or applied.

Outcome

Problem: renaming labels breaks every reader that matches the old name; a reader that accepts both names first makes the live rename safe.

  • claude-code-plugins readers accept needs-owner-decision and status: needs-decision, needs-reporter-info and status: needs-info (the startsWith("status: ") readers in check-born-triaged.mjs, reenter.mjs, admit.mjs, label-unblocked.mjs; the intake-reenter.yml job if:; docs/conventions/pr-pipeline.yaml issue-status label map; work-items labels.sh and morning-brief.sh; plugin-quality audit skill).
  • claude-code-plugins readers treat provenance: untrusted and work-class: untrusted-provenance the same, and no code reads the four retired work-class: values or applies cadence: labels (recurring-schedule/file-due.mjs).
  • wontfix, source: lane-sweep and source: factory-monitor are gone from code and admission-rules.json (owner Q14).
  • ci-workflows intake-triage.yml reads both status: hold names and no retired work-class: value, released and repinned where callers pin it.
  • The azure-iac token broker denies both hold names (claims.mjs); its deploy is an owner step.
  • One pull request per repository.
