Problem

07-first-workflow is the top dropout step (23.9% of 22,697 at-risk runs; top reason copilot-access-missing, 4,050). 07d-confirm-model-access.md:48 delegates the billing choice to side-quest-07d-billing-paths.md, and "ask your org admin" is the only way to learn whether centralized billing applies. Step 7's template always includes copilot-requests: write.

Proposed change

In 07d-confirm-model-access.md, add an inline two-row decision table (centralized vs personal), the exact permission line to keep or remove, and a "verify before you push" check (grep copilot-requests .github/workflows/daily-report-status.md, then gh aw compile). Keep the side quest for the detailed PAT steps.
