The bug sits in how gh-actions-lock regenerates the nested dependency edges of composite actions, and the payload names no specific file. Start by reproducing with the Dependabot-style bump of update-flake-lock from v28 to v29 and comparing the regenerated lockfile against the output of the workaround command with --relock --no-narrow. Done means --verify passes after a plain regeneration without the workaround flags and the nested write-file-action entry is retained.

What happened

A grouped Dependabot version update bumped DeterminateSystems/update-flake-lock from v28 to v29 and regenerated actions.lock in the same commit. The regenerated entry for update-flake-lock@v29 is missing one of its nested dependencies, so gh actions-lock --verify fails:

 Lockfile doesn't match locked manifest DamianReeves/write-file-action@6929a9a6d1807689191dcc8bbe62b54d70a32b42
  determinatesystems/update-flake-lock@v29 at locked commit da03c0f078bc uses DamianReeves/write-file-action@6929a9a6d1807689191dcc8bbe62b54d70a32b42, but its lockfile entry determinatesystems/update-flake-lock@v29 does not record it

Dependabot also deleted the top-level damianreeves/write-file-action@6929a9a… dependency entry.

Current Workaround
gh actions-lock .github/workflows/update_nix.yml --relock --ignore-local-actions --no-narrow

This restores the entry and the edge, and --verify passes.
