Track E (navigation, time and sharing). The two permalink items are small and independent of each other; picking through Cesium is the biggest and has dependencies in the compositing library (portal-netgl).

Goal

Everything the user does in a Cesium-covered view (click, pick, share a link, follow a body) works the way it did in celestiary's own view, and time has a good display.

Clicking a Cesium-drawn globe reports lat/lng or lands there; a shared link restores layer choice and follow state; the optional clock display ships or is dropped.
