Research direction

Start with the three guidance spots: .github/workflows/project-sync.yml lines 35-37, docs/process/github.md lines 228-230, and .agents/skills/github/SKILL.md lines 347-348. Reword the overflow language so a run with no jobs and no check runs is described as a pre-job rejection, not a cancellation, and keep the serialization and the daily/on-demand recovery route unchanged. Done means the three locations agree, nothing requires a successful recovery sweep before the board is claimed updated, and no queue limit, gate or workflow logic changes.

Description

agent-ready area: ci area: docs priority: p2 type: docs

Context

During #958 / PR #2063, project-sync run 38891195529 completed with conclusion failure one second after creation, with no jobs and no check runs. Its run-page annotation reads Queue is full for concurrency group 'project-sync-board'. Twelve recent project-sync events at that observation also reported failure. This is observed overflow of the documented bounded shared queue; no product-test failure or workflow implementation regression is established.

The current guidance calls excess runs cancelled: concurrency comments (.github/workflows/project-sync.yml:35-37), shared serialization guidance (docs/process/github.md:228-230) and the keeping-an-issue-true procedure (.agents/skills/github/SKILL.md:347-348), inspected at main 53258a203d37ab32ae211c5f645cb32e2b3898d1. The numeric limit and serialized daily/on-demand recovery policy remain selected. The status wording can mislead an operator looking only for cancelled runs or step logs: this rejected event has neither an executed sync nor a failed-step log.

Scope

Reconcile overflow wording and recovery evidence with the actual pre-job rejection, retaining the established serialized workflow and sweep. Document how to distinguish rejected events from executed script failures and verify eventual reconciliation after capacity is available.

Out of scope

Changing queue limits, concurrency or workflow gates; terminal sync --apply; automatically retrying in a loop; weakening candidate proof; voice implementation; private trackers or deployment details.

Acceptance criteria

  • Inspect the cited API/run-page evidence and current primary GitHub queue documentation; describe overflow without promising that every nonexecuted run has conclusion cancelled.
  • Update the three existing guidance locations consistently, preserving serialization and the bounded queue plus daily/on-demand recovery route.
  • Explain that an event with no jobs has no failed-step log and does not establish board reconciliation; require successful recovery evidence before claiming the missed board update happened.
  • Preserve the distinction between optional tracker synchronization and selected product-proof checks; no failed required gate is reclassified or bypassed.

Verification

Read the actual run metadata, empty jobs/check-runs and run-page annotation; check current source anchors before editing. Use normal docs/citation/leakage preflight. No product-runtime change or networked test is needed. A recovery sweep is performed only through the existing authorized serialized workflow when capacity is available, never a terminal apply or an unchanged retry loop.

Contract impact

Documentation/workflow comments only; no machine contract or published package behavior changes. No release commitment or priority is inferred from this observation.

Source/evidence clarification — 2026-10-16

At main 8822aedeeac8b824bafe120c20a9b58c4cd1f4e6, the original run API still reports completed/failure one second after creation, with zero jobs and zero check runs in its own suite. Its queue annotation remains attributed to the original issue receipt; the browser fetch did not independently recover that page here. The GitHub limits reference describes excess entries as rejected, while the workflow-concurrency guide uses cancellation wording. Both retain the 100-entry maximum. Document the observable no-job rejection and tolerate provider terminology/conclusion differences; do not infer a script failure or completed board reconciliation.

This is a complete docs-only brief with settled recovery/serialization policy. Add priority: p2 for wanted, unscheduled clarification and agent-ready. Existing evidence and documentation edits still require the scoped checks; no sweep or workflow mutation was triggered by triage.
