Description

A sign-in charges limits.globalSignIn twice (/signin and /signin/callback), but crates/registry-breg-review/src/config.rs accepts burst: 1 with any refill rate. With burst: 1 and a slow refill, the start spends the only token, the immediate callback is throttled (which now ends the pending flow), and no one can sign in. Require a burst of at least two, or charge the complete flow once.

Found by Codex review on #1534 at 5ac4feb56; deferred under the rule that only security or data-integrity findings block that merge. breg-mcp and breg-review are held out of releases (BREG_SERVICES_FIRST_RELEASE = None), so this should land before that constant names a first release.
