Research direction

Edit products/platform/CHANGELOG.md in the Unreleased section. Remove the moot BREAKING entry for expand_config_env_vars and normalize the irregular blank lines in the bullet list; done means the remaining release notes have consistent spacing before the next release note.

Description

agent-ready area:platform criticality:p3 documentation triage:needs-implementation

products/platform/CHANGELOG.md Unreleased has a BREAKING entry saying
expand_config_env_vars "no longer repeats..." beside the entry that
removes the function, so the first entry is moot. The bullet list also has
irregular blank lines. Drop the moot entry and normalize the spacing before
the next release note is cut.
