Research direction

The payload does not name source files, so start from how the rig system subcommands such as no-openmp are dispatched in the Rust code, and compare them with the OS-specific list on the linked docs page. The issue asks for a visible notice when a subcommand does nothing on the current OS. Read the 10-comment thread first to see whether a warning or an error is wanted. Done when running rig system no-openmp on Linux prints that notice.

Description

rig system is full of OS-specific commands (https://rig.r-lib.org/reference/system.html), but rig system no-openmp (for instance) is silent when I run it on Linux so it's easy to miss that it has no effect.
