Goal

Make installer, skill loading, and the tag matrix reproducible, with a portable test entry and fake gh stubs where a real dependency is unavailable.

Observations

  • Installer and loader work uses planned temporary staging with no global mutations.
  • Any new download needs separate future approval of version and checksums before use.
