numpy.polynomial.* stubs: Enhancement

It currently isn't narrow enough to be able to be passed to e.g. scipy.optimize.minimize_scalar, which requires a (float64) -> float64 or (float) -> float callable. See https://github.com/scipy/scipy-stubs/issues/465#issuecomment-2696142441 for more details.

This requires knowing the dtype of the coefficients, so the polynomial classes should be made generic.
