Several modules read os.environ/os.getenv directly instead of going through a settings/config class, including libs/hackbot-runtime/hackbot_runtime/{tracing,wandb_wif,anthropic_wif,context,providers}.py and the action handlers in libs/hackbot-runtime/hackbot_runtime/actions/handlers/{bugzilla,phabricator,slack}_handler.py. services/hackbot-api already has a Settings/config.py pattern; extend it, or add an equivalent for hackbot-runtime, and migrate these call sites.
