Research direction

Start with the CSS or layout code that defines #shelf and compare its behavior at 1024px with the working 1280px layout. The issue gives no file or test path, so locate the shelf styles and reproduce the reported viewport in a browser. Done when all bottom shelf buttons remain reachable at about 1024px without breaking the wider layout.

Written by the indexing model from the issue text.

Description

Measured in a headless browser at 1024x860 on 1.5.16 and on main: #shelf is display grid with height 0, so the bottom buttons (Undo, Compare, Devices, Controls, Diagnostics, Library, Storage, Activity, Settings) are not reachable. At 1280 and 1490 wide it is a normal one-row shelf. Found while fixing the shelf wrap (#267); not caused by it.
