Description
MAF currently controls message event emission through the ENABLE_MESSAGE_EVENTS environment variable. Microsoft OTel Distro cannot configure this setting programmatically today.
Request: expose an enable_message_events option through the public instrumentation API so Microsoft OTel Distro can set enable_message_events=False during initialization.
This is the remaining MAF dependency needed to unblock Microsoft OTel Distro adoption by Foundry SDKs while preserving backward compatibility through an explicit opt-in/out setting.
