Research direction

Start by identifying how MeshCore configures transmit power for the T096 and where the device or radio limits are applied; the issue does not name relevant files or tests. Compare the requested setting with measured output across power levels, and check whether the reported values are reproducible. Done means the supported setting and actual output agree with the device specification, or the issue identifies the hardware limitation clearly.

Description

I tried setting my T096 to 28dBm but I got an Illegal Argument. The highest that I could set it is 22dBm. Curiosity got the best of me so I pulled out my RF meter to see what the actual output power was. To my surprise I was getting numbers not in relation to the setting. At 22dBm I was getting 29dBm. If it was set at full power then this would be within Heltec's spec of 28dBm +/-1dBm. Changing the setting to 10dBm I got 22dBm of output according to my meter. Has anyone else experienced this?
