Research direction

Read scripts/engine-reliability-cohorts.mjs and inspect when() and the page-life timestamp handling. Add a test that runs under a DST-observing zone, using offset-free and offset-bearing first_seen values to verify parsing and ordering. The work is done when offset-free timestamps are treated as UTC and the test confirms an explicit offset remains effective.

Description

bug P3

Backlog row reliability-when-utc (deferred from the independent review of PR #1232).

when() in scripts/engine-reliability-cohorts.mjs parses an offset-free first_seen as local time. Under TZ=America/New_York, a DST gap can reorder two page lives and flip a session's original arm. If PostHog returns first_seen with an offset this has no effect; otherwise append Z before parsing and pin it with a test that runs under a DST-observing zone.
