Research direction

Start by locating the DXC CI pipeline that runs offload-tests when a PR has the run-lavapipe label, then read its current Lavapipe installation steps. Change the pipeline to install Lavapipe with vcpkg. Done when that labeled pipeline installs Lavapipe correctly and the offload-tests run succeeds.

Written by the indexing model from the issue text.

Description

When creating PRs into DXC, we can run offload-tests against lavapipe using the label `run-offload-tests. That pipeline is not installing lavapipe correctly. We should change it to install with vcpkg instead.
