Description
Spack could be a pretty good choice for a Linux development/library focused dataset.
They also have a public hosted build cache with pre-compiled binaries that is easy to parse and grab files from (unlike vcpkg which would probably require building from source... though that has the advantage of being able to get the installed files with corresponding names for each platform; Conan might be a similar alternative to vcpkg that has a hosted build cache for some packages).
