Start by locating the existing imperative ToolAnnotation implementation and the declarative-tool definition schema or parser. Compare how tool attributes are represented and how annotations are exposed to callers. The change is complete when declarative tools can express the supported annotation hints through the intended attributes and corresponding tests cover the behavior.

We currently have a ToolAnnotation for readOnlyHint but it looks like it is only implemented for imperative tools.
We should consider letting declarative tools express these hints through attributes. This is especially important as we add to the ToolAnnotations (untrustedContentHint).
