How global are the VRA global attributes?

説明
Documentation (PDF http://loc.gov/standards/vracore/VRA_Core4_Element_Description.pdf ) says
Global XML attributes: dataDate, extent, href, pref, refid, rules, source, vocab, and xml:lang. Global
attributes are optional and may be added to any element or subelement as needed.
But schema ( http://loc.gov/standards/vracore/vra.xsd ) seems to not include global attributes on some subelements eg agent/dates and agent/dates/{earliest | latest}Date. But they do seem to be there for dateSet/dates.
Need to figure out what the best practice and standard-compliance is. Follow schema strictly, or interpret 'global' to mean the attributes can apply to all XML elements, regardless.
