Problem

docs/pocs/priority-routing.md contains two overlapping versions of the POC: a full modern walkthrough with TL;DR, observations, settings, setup, run, verification, deep dive, variants, and troubleshooting, followed by another older set of policy description, prerequisites, backend configuration, test cases, and log-reading instructions. Readers encounter repeated test scenarios and unclear canonical guidance.

Requested outcome

Retain one end-to-end walkthrough with a clear prerequisite order and a single set of expected signals. Remove or merge the older duplicate sections, and keep optional APIM-only versus proxy-integrated setup clearly distinguished.
