On Windows, plugins/code-tidying/scripts/test_comment_census.py errors in SccArgv.test_flag_shaped_filename_is_passed_as_a_path on main (35690333f). The test's scc shim is a #!/bin/sh script, and Windows cannot execute it directly.

This is not a filesystem leak. Found while verifying #6530, and it reproduced before that PR's change.
