actions_cache.go で既存のキャッシュ使用メソッドを読み、その構造をリンク先の GitHub ドキュメントにある組織レベルの REST エンドポイントと比較することから始めます。保持およびストレージの制限に対応する、名前が指定された4つの ActionsService メソッドを追加し、その後、それぞれがドキュメントに記載された GET または PUT エンドポイントを使用し、関連するパッケージテストに合格することを確認します。

GitHub added endpoints for the Actions cache retention limit and storage limit at the organization level, but go-github doesn't cover them yet:

  • GET/PUT /organizations/{org}/actions/cache/retention-limit
  • GET/PUT /organizations/{org}/actions/cache/storage-limit

I'd like to add ActionsService.GetCacheRetentionLimitForOrg / SetCacheRetentionLimitForOrg and GetCacheStorageLimitForOrg / SetCacheStorageLimitForOrg alongside the existing cache usage methods in actions_cache.go. I'm happy to send a PR.
