[Preset]: Add SpecAssay (update to 0.5.1)

既存の SpecAssay カタログエントリを出発点として使用し、preset.yml マニフェスト、リンクされた README.md、および指定された 3 つのテンプレートを 0.5.1 リリースアセットと照合して検証します。ドキュメントに記載された specify preset add コマンドと preset list コマンドを実行し、3 つすべてのテンプレートが解決され、tasks テンプレートが Carries の語彙を保持していることを確認します。

Key Features

• Spec template inherits durable IDs from the registry rather than inventing new ones per spec
• Tasks template carries a **Carries**: line, the declaration that binds a task to the IDs it serves
• Constitution template carries the end-to-end traceability article as a non-negotiable
• Append strategy at priority 10, so it layers onto stock Spec Kit templates rather than replacing them

This updates the existing catalog entry from 0.4.12 to 0.5.1, superseding
issue #4253 (merged as catalog PR #4256). It replaces #4650, closed by a
maintainer in favour of a clean issue.

Tested on Spec Kit 1.0.5, Linux, 2026-09-20:
