This is a product feature to add a comment/notes box on exceptions (stacks and events), beyond the existing reference link. Start from the exception and stack detail UI and the APIs that load and update those records. Decide where notes are stored and shown, then add create/list of notes that persist. Done when a user can add comments on a stack or event and see them later. No files or tests are named in the issue.

The reference link is nice but very limited.
