Read the driver and lib headers to locate dashboard_dump, the default error handler in error_sdr, the HAL get-UID call, and the presets/sensor struct. Done means the mod library has no driver-layer calls and no lib-layer dependencies, with sensor work deferred to #159.

Describe the feature you'd like
In order to support the mod library's use on a wide range of projects, we should reduce dependencies on the "driver" layer and eliminate dependencies on the "lib" layer.
This means:
- Removing dashboard_dump from commands
- Moving the default error handler out of error_sdr to eliminate LED dependence
- Removing HAL calls entirely, and moving the get UID function to driver
- Eliminating app layer upward dependencies (presets/sensor struct)
Ignore sensor for now as that will be dealt with separately (see #159)
