Description
When using the OS CLI --export-epJSON argument, the simulation fails because the Fan:SystemModel object is invalid. Everything works correctly when using IDF.
Current Behavior
The simulation fails with epJSON. The Fan:SystemModel object ends up with "number_of_speeds" : 2 but only a single speed fraction.
Expected Behavior
The simulation should succeed with epJSON (like it does for IDF). The Fan:SystemModel object has Number of Speeds=2 and two speed fractions.

- Run
openstudio run -w workflow/template-run-hpxml.osw-- simulation succeeds! - Run
openstudio run -w workflow/template-run-hpxml.osw --export-epJSON-- simulation fails! - Inspect the
