What to build
Plugin workspaces can extend the composed rspack config from their own build.config.ts by appending rspack plugin instances. Today createPluginBaseConfig hardcodes the plugins array after spreading options, so overrides cannot add plugins — the docs plugin (and any future build-time integration like Velite) needs this sanctioned escape hatch. "Make the change easy, then make the easy change."
