An index README for apps/ modeled on opencode's services/README.md routing table, plus a fix for the mislabeled sketch README.

Independently deployed services live here — not registered in
bos.app.ts, each with its own deploy. Composed plugins registered inbos.app.tslive inplugins/. Runtime libraries and clients live inpackages/.
2. Fix apps/dev/README.md
Currently mislabeled # build.everything.dev (copy-paste error) — should be dev.everything.dev.
3. Keep each sketch README consistent
Consistent title format (<app>.everything.dev), one-line purpose, status marker.
Non-goals
- No code moves — the sketches stay sketches
- No deploy workflows (explicitly out of scope)
