Start by reading wwwroot/js/reload.js and tracing how embedded resources and template lookup currently work. The issue does not name implementation or test files, so locate the new-site, build, and new-theme entry points and relevant tests. Done means a no-theme site builds with usable styling, lookup follows site override > theme > embedded, and embedded templates can be overridden or ejected.

Current State
Only wwwroot/js/reload.js is embedded. A site without a theme renders bare content, and common partials
(SEO meta, OpenGraph, pagination, RSS, sitemap aside) must be copied into every theme.

- Embed a minimal default theme in the binary as the last lookup fallback
- Embedded internal partials (
_internal/opengraph.html,_internal/pagination.html, ...) themes canrender - Lookup order: site overrides > theme > embedded
