docs/operations/runbook.md にモデレーションのデプロイとロールバックの手順を追加してください。確認済みのコマンドとリンクの出典として、supabase/functions/_shared/moderation/README.md と #129 で完了した作業を使います。まず開始用の README と、docs/guides/backend.md にある運用ガイドを読んでください。そのうえで、順序付けた手順を書き、各手順に期待される成功確認と、ロールバック方法を添えてください。シークレットの値は決して貼り付けないでください。手順が出典へのリンク付きで指定の文書に記録され、通しで確認した結果が記載され、未検証の手順が明確に示されていれば完了です。

Write the verified moderation deployment and recovery procedure. Use the supplied test and rollback instructions so the next team can operate the service consistently.

Steps
- Use the operations prerequisite’s verified commands and links for the procedure described above. Copy no secret values into the document.
- Write the steps in order, with the expected success check and the supplied recovery/rollback steps. Link configuration locations and source evidence.
- Walk through the documented procedure with the supplied test environment or officer. Record the result and leave missing or unverified steps clearly marked.
Example
Use supplied verified receiver/config/rollback commands; reference current README, record expected acknowledgement.
Check it works
Record the expected and observed result in the named document, with source links and any follow-up issues.
