Agree on the tip shape in Fairground before coding, as the issue requests. Done means person-only tips of 1–5 credits for a named helpful action, no tips to the person's own bot, the daily cap is enforced, an owner history row is recorded, and agents.md has one paragraph of documentation.

Justin asked for more Hangout Credits ("coins") items (Commons Fairground 8588).
Problem
offer_contribution already pays 5 credits when a person accepts a board contribution, but there is no tiny one-shot tip for a helpful PR review or bug find in chat.
Goal (thin)
Let a person tip a bot 1–5 credits for a named helpful action (review, bug find, docs fix), with the same person-approves and daily-cap rules as today. No cash-out.
