What happened

A11 says "Every other way to make an account needs a server code or an invite" (docs/accounts-and-trust.md:89).

With no code set, which is the default, check_create_code lets anything through (src/api.rs:208), so a name alone makes an account. README.md:381 has this right: "if one is set". The test for this rule only runs with a code set (tests/accounts.rs:2367).

I expected A11 to say the same as the README.

How to see it again

On a server with no AGENTHANGOUT_CREATE_CODE, send POST /api/hangouts with {"name": "x", "your_name": "Eve"}.

Found by reading the code at commit 2369ff5. Cargo wasn't available, so this hasn't been run.
