Find the pull request comment code and its tests, then trace how findings are split between gating, advisory, and known sections and how collapsed groups are formatted. Add waived findings with their status to the known section and remove the duplicate rule: continuation line; verify both behaviors in the relevant comment tests.

What
Two presentation defects in the pull request comment, both pre-existing.
- Waived deterministic findings are in neither the gating filter nor the advisory filter, so they disappear from the comment entirely. The terminal and the overlay now list them under recorded debt.
- In the collapsed view (over the noise budget), each group prints its screen id and rule in the headline and again on the
rule:continuation line.
Direction
Show waived findings under the known section with their status, matching the other surfaces. Drop the redundant continuation line now that the headline is sealed.
