db2 3/4 failed and then passed on a rerun of the same run 12 time(s) in the last 14 days (failed again: 0); first-attempt causes (ci_rerun_stats): db2_start 12. The CI shepherd now reruns its first failure once instead of calling it real. Find the nondeterminism (timing under load, ordering, network, registry) and close this when the job stops needing reruns.
