Please provide a brief reason on why you need to mark this job as unstable.

test-samsung-models-linux has failed on main on every run since #22960 merged on October 4. That one job is the only failure left in the workflows that gate viable/strict, so viable/strict has not advanced since October 3.

The cause is a real bug in the Samsung yolo26 lowering: the Samsung compiler cannot export one layer (cannot find exporter for layer type : CUCustomOp). It needs a fix on the Samsung side, tracked in #23481. The other 12 Samsung model tests in this job pass.

Marking the job unstable only stops viable/strict from waiting on it. The job still runs on every commit and still shows its result, so nothing is hidden. Please close this issue once #23481 is fixed and the job is green again.
