This is a Python Django project; the export lives beside the MeshCorePathEdgeBucket rollup model, and the Neo4j driver code is not yet in the payload. Read parent issue #267 and the existing MT ROUTED_TO export to see how node keys and MERGE are done. Done means an idempotent manage.py bulk export that writes PATH_OBSERVED edges with the listed properties, while the ROUTED_TO graph stays unchanged.

Goal
Graph backend for topology + centrality, isolated from Meshtastic traceroute.
Scope
- Export
MeshCorePathEdgeBucket→ newPATH_OBSERVEDrelationship (separate fromROUTED_TO) withprotocol,evidence,weight,resolved, bucket props. - Generalized node key (
mc:<internal_id>/mc_hash:<size>:<hash>); do not reuse the MT integernode_id. - Async + idempotent from rollups only (never per-observation);
manage.pybulk export.
Acceptance criteria
- Re-export is idempotent (MERGE on stable key).
