Implement HuggingFace Hub integration to enable seamless model sharing between OpenML and HuggingFace for improving model sharing capabilities and extending integration with the wider Python AI ecosystem.

There is a need to:
- Improve model sharing ability via openml-python
- Extend integration with model artifacts in the wider Python landscape
- Improve user experience of the model catalogue
HuggingFace Hub is one of the most popular platforms for sharing AI models, making this integration valuable for both communities.
