Done means promotion checks detect missing generated HTML docs; no test or exact checking strategy is named in the issue.

Presently our expected_assets checks during release promotion are only checking a few things under docs, e.g. for v26.x:
https://github.com/nodejs/build/blob/0cebb1079f998ac407fb882e144b8e377f23a105/ansible/www-standalone/tools/promote/expected_assets/v26.x#L1-L5

So we did not catch that no HTML files were generated.

I don't know the historical reason for only checking the top level docs (speculating here, but maybe time and/or the annoyance of listing out all 200+ files in each expected asset list?), but it does appear to be deliberate, e.g. https://github.com/nodejs/build/blob/0cebb1079f998ac407fb882e144b8e377f23a105/ansible/www-standalone/tools/promote/check_assets.js#L57-L58
