Start by locating the code that selects or supports before/after mode in this Python static-analysis bot. Trace how the mode is enabled and identify the paths that support non-before/after operation. Done means before/after is enabled by default and the obsolete mode-supporting code has been removed.

In the last month, there was at least one backout due to the absence of before/after. We should enable it and clean up the code (that is, remove everything that supports the non-before/after mode).
