Problem
source-control skill text and examples are written in GitHub terms (gh commands, PR and issue wording), which couples the plugin to one provider.
Decision
Reword source-control with neutral operation names and move the GitHub commands into reference/providers/github/. New text is forge-neutral from the start. The final step decides whether to enable the staged gh portability lint rule, with its own justification against friction (not locked now).

- The lint-rule decision is recorded with its own justification (who is blocked by the rule, what they do with it); the rule is enabled only if that case holds.
Dependencies
Depends on #6936, #6937, #6934 (pull-request edits land before this rewrite) and #6107 landing first. Follows #6935.
