Bug: Window can be snapped to edge in Tiling mode

The report gives no file or function names, so start by reproducing it: tile a window with the Forge shortcut or by dragging it to an edge, then check whether Forge still treats it as tiled. The journal shows meta_window_set_stack_position_no_sync and cogl_framebuffer_set_viewport assertions, which may be unrelated noise. Done would mean deciding whether edge snapping should be blocked for tiled windows, which needs a maintainer decision first, since the issue has no comments and no linked pull request.

This makes the window forget it's tiling set by forge and be snapped to the edge instead—making window management awkward to deal with afterward so this behavior shouldn't be allowed.

Steps to reproduce

1. Tile using shortcut or drag 'n drop to the edge.
2. Window gets tiled in that way.
