bug: Google Chrome windows are always on top

The payload names no source files, so start by reproducing it: enable Forge on GNOME 46, open Google Chrome, and check whether its always-on-top state can be toggled off, then compare with Forge disabled. The journal lines about dash-to-dock allocation may be unrelated noise. Done would mean identifying which Forge window-management code keeps the window pinned and confirming the toggle works afterwards; this needs GNOME Shell knowledge.

While using Forge, Google Chrome [Version 129.0.6668.89 (Official Build) (64-bit)] on Ubuntu 24.04 LTS is weirdly fixed at Always on Top. Unchecking the option is not functioning. It appears that the option Always on Top can't be unchecked from my end.
Initially, I thought it had something do to with the recent update of Chrome. But, I downgraded the Chrome version and faced the same issue (discussed here: https://askubuntu.com/q/1528251/947071). Then I noticed that this issue does not appear when I turn off Forge. How to fix it?
