Context

The CSV exports on Raporlar are semicolon-separated UTF-8 with a byte-order mark (Backend/pops/routers/reports.py: csv.writer(..., delimiter=";") and the BOM before the content). The BOM makes Turkish characters show correctly in Excel, and the semicolon matches the list separator of Turkish Windows. When Excel opens a .csv file directly, it splits columns by the list separator of the PC's regional settings, so on a PC set to English (United States), where the list separator is a comma, the whole row ends up in one column. docs/troubleshooting.md has no section for reports yet.

What to do

Add a ## Reports section to docs/troubleshooting.md (before ## Licences, which is about the same page) with an entry such as "A CSV export opens in a single column": why it happens and how to open the file correctly, for example in Excel with Data → From Text/CSV and the semicolon delimiter, and in LibreOffice Calc by choosing Semicolon in the import dialog.

Acceptance criteria

  • The new section follows the style of the page (bold symptom, short explanation, steps).
  • The steps were checked in Excel or LibreOffice with a file exported from a POps server (the menu names of your version are fine).
  • The FAQ answer "Can I export data to a spreadsheet?" in docs/faq.md links to the new entry.
  • Links resolve.

Documentation only; no change to the export itself.
