Why
Test networks such as dev-mainnet cannot use on-chain protocol configuration markers, and the fake protocol configuration reader adapter only accepts protocol parameters, with the other settings (signed entity types and signing configurations) hardcoded.
What
The fake adapter is configured with a full protocol configuration, in the same JSON hex format as the configuration of a protocol configuration marker, applied from epoch 0 and provided by the infrastructure so that a test network can run without on-chain markers.
How
