What is itAGENTS list in the monitor cannot scroll past the 3rd seat when the window height is constrained. The 4th seat (Sloane) becomes unreachable, blocking operator edits via Engine.## Repro StepsEnvironment: Munder v0.5.5, window 1728×1084 on 1080px tall display (bottom ~37px off-screen).1. Open the monitor.2. Verify AGENTS list is visible and its own scroll container.3. Try to reach the 4th seat (Sloane) via: - Real mouse wheel: Scrolls list successfully ✓ - Synthetic Cmd-/ keyboard navigation: Refused (no-op) - Background automated scroll: Refused (no-op) - Page Down key: No-op - Foreground key navigation: Down-arrow moves focus within first 3 seats only## Expected vs ActualExpected: All seats in AGENTS list reachable via mouse wheel, keyboard, or programmatic scroll. Actual: Only mouse wheel scrolls work; 4th+ seats unreachable via keyboard or background scroll; down-arrow key navigation bounds to first 3 seats.## WorkaroundMenu View > Zoom Out (shrinks seat tiles, reveals 4th seat in viewport without scroll).
