We should have a WIBEth data file generated with pulses in known locations to allow us to create integration test cases with known TPG trigger rates to enhance the integration test suite.

This issue has several distinct parts:

  1. Create a file with simulated pulses at known intervals (e.g. 1 Hz) that will trigger the WIBEth TPG algorithms
  2. Upload this file to the asset manager so that it is available via CVMFS
  3. Add test cases to the integration tests that use TPG (3ru_1df_multirun_test, 3ru_3df_multirun_test, disabled_output_test, multi_output_file_test, tpstream_writing_test) that use the new file
