Research direction

Locate the issue template containing the checklist and the exact development-wheel checkbox. Remove that requirement, then verify that a new Python bug report no longer asks users to test the latest development wheel.

While it may be more convenient for developers to have bugs tested against the development wheel, requiring that testing is a barrier to users' ease in submitting bug reports. This leads to a worse package. Please remove the checkbox "For Python issues, I have tested with the latest development wheel".

I submit that big differences between development and pypi versions is a sign of releases being delayed too much.
